As we embark upon a new decade, India celebrates the tenth anniversary of its Right to Education Act (RTE), which went into effect in April 2010. While the RTE has been censured for its limited focus on governance and learning outcomes, its achievement in improving access to schooling over the past ten years is undeniable. The RTE has also served as a rallying point for a wide range of stakeholders to intervene in the sector.
Care work has been the focus of policy debates after the International Labour Organization (ILO) published a report titled “Care Work and Care Jobs for the Future of Decent Work” in 2018. The ILO observed that care work involves a range of skills that are often not formally recognized or remunerated, and involving working conditions that are not regulated. Furthermore, care work has an undisputable gender burden with two-thirds of all care workers being women who dedicate themselves to unpaid care work 3.2 times more often than men.
In March 2016, Indian prime minister Narendra Modi announced a historic shift in India’s agricultural policy: doubling farmer incomes by 2022 would replace increasing food production as the main focus of India’s policies—a goal many experts criticized as unachievable even as they lauded the shift in priorities. What lay behind Modi’s departure from decades of policy attention and where does the initiative stand today?
Over the last thirty years, the Indian state has done a remarkable job ensuring its citizens have access to education. Beginning with state-level policies such as the Andhra Pradesh Primary Education Programme and Shiksha Karmi in Rajasthan in 1984 and 1987 respectively, and culminating in the Right to Education Act at the Centre in 2009, the legislative and programmatic attention to education has been tremendous. And with that, there has been a genuine expansion in access and provision at the primary level.

Minority-owned firms generate $1.4 trillion annual gross receipts and employ 7.2 million people.
Earlier this year in mid-April, the Prime Minister officially launched the National Agricultural Market (NAM), designed to serve as a “pan-India electronic trading portal which networks the existing APMC mandis to create a unified national market for agricultural commodities” (e-nam.gov.in). First proposed in the Union Budget for 2014-15, the NAM, currently in its pilot phase, includes 21 markets across 8 states and 11 commodities.
Across the world, and most certainly in India, the expansion of Internet-enabled media has sparked new hopes of political participation, and new arenas for public debate and political action. Recent estimates reveal as many as 350 million Internet users in India, alongside only China and the US in reach and volume.
In India, legally established Protected Areas have historically been the most important means adopted for biodiversity conservation. Protected Areas (PAs) primarily include National Parks and Wildlife Sanctuaries, and more recently, Community Reserves and Conservation Reserves. Today, there are as many as 703 PAs all across India, covering almost 5 percent of its land area. With burgeoning demands on land and water, and a high population density of 382 people/square km, the area commitment to PAs shows the national importance placed on biodiversity.
Healthy mothers give birth to healthy children who grow up to be productive adults. By contrast, women who begin pregnancy too thin and do not gain enough weight during pregnancy are far more likely to have low birth weight babies. In India, low birth weight is the leading cause of neonatal mortality, or death in the first month of life. Indeed, neonatal mortality accounts for about 70 percent of infant deaths in India—and is far higher than would be predicted by India’s GDP. India’s high neonatal mortality rates is a symptom of widespread maternal malnutrition.
Is NREGS suffering a mid life crisis or are we staring at its death? From a budget of INR 401 Billion in 2010-11, it has plummeted to INR 330 Billion in 2013-2014. Given the much higher wages currently offered to workers, it has taken a serious hit. The position taken by government officials (and many economists) is that there is a general lack of interest in NREGS. The rise in agricultural real wages over the period 2004-05 to 2011-12, coupled with a general dismay regarding quality of assets produced and evidence of corruption, has led to a call for a scaling down of NREGS.
