In this issue of India in Transition, Adnan Naseemullah, author and Lecturer, International Relations, Department of War Studies and the India Institute, King's College London, argues that liberalization has radically contracted the state's capacity to support industrial development, and that efforts at institutional reform—including those of the Modi government—cannot, by itself, replace these lost capacities without a recommitment of significant resources and new capacities for industrial production.
