In this issue of India in Transition, Avinash Paliwal, Lecturer in Diplomacy and Public Policy, Centre for International Studies and Diplomacy, SOAS, University of London, argues that declassifying historical documents and accepting parliamentary oversight is critical to ensure the functioning of India's external intelligence agency is optimized, and for the agency to prevent itself from becoming a tool of abuse by the political leadership.
